Shell Shuts Pulau Bukom Unit After Suspected Oil Leak

Shell has temporarily halted operations at its oil processing unit on Pulau Bukom, Singapore, following a suspected oil leak discovered on December 26, 2024. The company confirmed the presence of oil sheens near a wharf at the Shell Energy and Chemicals Park Singapore, which it believes originated from one of its oil processing units.

In a statement issued on December 27, 2024, Shell reported that it is actively coordinating with relevant authorities to manage the clean-up operation. The oil giant emphasized that the leak, which appears to involve refined oil products, was promptly addressed with response measures.

Authorities Launch Multi-Agency Clean-Up Effort

A joint response involving several government agencies—including the Maritime and Port Authority of Singapore (MPA), the National Environment Agency (NEA), the National Parks Board (NParks), and the Sentosa Development Corporation (SDC)—has been mobilized to mitigate the environmental impact. These agencies confirmed that boats, drones, and satellites have been deployed to assist in both the clean-up and ongoing surveillance of the area.

The authorities have also reported that, as a precaution, oil absorbent booms will be laid at Sisters’ Islands Marine Park and beaches on Sentosa. Despite the oil sheen observed, no major oil patches have been detected in the surrounding waters near Pulau Bukom.

Investigation Underway as Leak Is Assessed

Shell has initiated an investigation into the cause and extent of the leak, with an emphasis on determining the volume of oil discharged into the sea. The company stated that “a few tonnes” of refined oil products, along with cooling water, were involved in the incident.

Emergency response specialists have been activated to manage the spill, with Shell deploying absorbent and containment booms, dispersants, and an oil skimmer system to prevent further contamination. The company reaffirmed that the health and safety of both its personnel and the environment remain top priorities as it works to resolve the situation.

Shell’s global trading and supply teams are also engaged in efforts to minimize any disruptions to customers as a result of the incident.

No Impact on Port Operations, Authorities Monitor Situation

The authorities have confirmed that the suspected leak did not disrupt navigational traffic or bunkering operations within the Port of Singapore. Both the MPA and NEA are closely monitoring the situation, with no significant developments reported at this time.

In its joint statement, the authorities made it clear that enforcement action would be taken if any wrongdoing or procedural lapses are uncovered during the ongoing investigations.
